Hello!
1. May I use my own custom CSS file with VaniPro (without using theme settings page)? If yes, how?
2. May I install (and than update) VaniPro with composer (I am going to use Drupal 9)?

By default, this is not available, but if you want we can help you to add one extra css file for you for custom css codes.

May I install (and than update) VaniPro with composer (I am going to use Drupal 9)?

composer is not supported.
You need to install the theme using Drupal inbuilt uploader (from admin panel) or using any FTP.
Theme has no dependencies.
