Blocks not visible in Side bar or footer -Hertz and lava

Hi ,
All of sudden my blocks are not showing up in hertz and lava theme, I am able to see them in default Bartik 7.31 theme. Default blocks too not loading up. Help me.
There one block which is hanging there from the time I installed the webpage, now if I change the content in the block its not reflecting on the block.
